MAKASSAR, Indonesia – On December 10, 2025, the Non-Market Research Group (NMS-RG) Hasanuddin University held a productive meeting with Dinas Koperasi dan UKM Kota Makassar to discuss a groundbreaking research initiative focused on micro, small, and medium enterprises (MSMEs) resilience strategies.
The meeting was attended by Mrs. Andi Tenri Beda, S.AP., Head of the SME Division at Dinas Koperasi dan UKM Kota Makassar, who represented Diskop UKM Makassar in this important discussion. The research team was led by Abdullah Sanusi, S.E., M.B.A., Ph.D., and included team members Baginda Hamzah, S.T., M.B.A., Rianda Ridho Hafizh Thaha, S.E., M.B.A., along with student researchers Andi Bella Oktavia and Tenri Tajeng.
The research project, titled “Resilience Without Resistance: MSME Survival Strategies in Facing Urban Spatial Planning Changes,” addresses a critical challenge faced by MSMEs in the city. Urban spatial planning changes often result in relocations or evictions without certainty, putting MSMEs at risk of losing their strategic locations. Given the significant contribution of MSMEs to the local economy, this research aims to understand how MSMEs in Makassar develop adaptive and non-confrontational survival strategies in response to urban spatial policy changes.
The research has four primary objectives: to identify and categorize non-confrontational adaptation strategies employed by MSMEs in Makassar in response to urban spatial planning changes; to analyze internal and external factors influencing the selection of these adaptation strategies; to measure the effectiveness of adaptation strategies on MSME sustainability in Makassar using measurable performance indicators; and to develop an MSME resilience model relevant to Makassar’s social and economic context.
During the meeting, the research team outlined several areas where support from Dinas Koperasi dan UKM Kota Makassar would be invaluable, including facilitating connections with MSMEs in Makassar affected by urban spatial policy changes for Focus Group Discussions (FGDs) and in-depth interviews, providing access to MSME networks and associations that can help expand the research network, offering logistical support and facilitation to access information related to relevant urban spatial planning policies, and assisting in inviting MSMEs to participate in the research.
This research is urgent from both theoretical and practical perspectives. Theoretically, it fills a gap in the literature regarding non-confrontational resilience strategies for MSMEs in developing countries, particularly in facing urban spatial regulatory changes. Practically, it provides insights needed for government policies to create more inclusive spatial planning that supports MSME sustainability in Makassar. Dinas Koperasi dan UKM Kota Makassar expressed strong support for the research initiative, recognizing its potential to inform policy decisions and support the resilience of MSMEs in Makassar’s dynamic urban environment.
