Strengthening local food security governance requires the involvement of strategic actors who are able to drive institutional change through their roles as institutional entrepreneurs. This study examines how agents of change in South Sulawesi Province shape, modify and direct food security policy practices through institutional innovation and collaborative networks. The focus is on the dynamics of transforming structures and norms that influence successful policy implementation at the local level. An analytical approach to institutional entrepreneurship is used to explore the strategies, resources and contexts that support adaptive and sustainable institutional change. The findings of this study are expected to enrich academic discourse and policy practice in the field of locally-based food security.

This research analyses the role of indigenous people in the collaborative governance framework for the implementation of the “Cas Kampung” education program in Merauke district. The study examines how local actors, including indigenous communities, local government and education institutions, interact to build effective collaboration to improve access to and quality of local wisdom-based education. Emphasis is placed on the dynamics of indigenous peoples\' participation as active subjects in program governance, as well as the challenges of integrating traditional values in the formal education system. This research is part of a doctoral completion program conducted by students and under the direct supervision of Prof. Dr. Alwi as Promoter. The results of this study are expected to provide theoretical and practical contributions in the development of inclusive collaborative models for the context of education in indigenous territories.

This study places policy entrepreneurs as catalysts of change in the context of social inclusion-based food security governance. This research is part of the Fundamental Research program funded by BIMA Kemenristekdikti, which aims to encourage the development of contextual-based science relevant to national development needs.

This research examines the dynamics of the local governance network in the context of food security policy implementation in South Sulawesi Province. The main focus is on analyzing the network of cross-sector actors involved in the process of policy formulation and implementation, as well as the patterns of collaboration between institutions that affect the effectiveness of the policy. This study aims to identify key factors that support and hinder the performance of food security policies through a policy network approach. Using a qualitative case study approach, this research is expected to make theoretical and practical contributions towards strengthening local governance in the food sector.

This research project represents a doctoral-level scholarly endeavor aimed at addressing the institutional and administrative challenges associated with the implementation of food diversification policies in Indonesia, specifically within the context of South Sulawesi Province. The title reflects a comprehensive study undertaken by a doctoral student to develop a model that enhances the operational capacity of lower-level bureaucratic structures, which often serve as the frontline implementers of government policies.

The core objective of this research is to design an integrated capacity development model tailored for local and sub-national bureaucratic actors, thereby improving their effectiveness in executing food diversification strategies. This initiative is particularly important given Indonesia’s ongoing efforts to ensure food security, reduce dependency on rice as the staple food, and promote the consumption of alternative and locally available food sources.

By focusing on lower-level bureaucracies, the study seeks to identify key institutional barriers, capacity gaps, and inter-organizational coordination issues that hinder policy implementation. Furthermore, the research aims to contribute both theoretically and practically by offering a model that aligns with the socio-cultural and administrative dynamics of South Sulawesi, ensuring that food diversification policies are not only designed but also executed effectively at the grassroots level.
