Policy Entrepreneurship Analysis in Food Security Policy Networks in Poor Communities in South Sulawesi Province

This study aims to analyze the role of policy entrepreneurship in food security policy networks targeting poor communities in South Sulawesi Province. Food security in marginal areas is often influenced not only by the availability of resources, but also by the effectiveness of policy actors in building strategic connections, creating policy opportunities, and encouraging innovation in the context of structural and institutional limitations. Policy entrepreneurs are positioned as agents of change who are able to bridge interests between stakeholders in complex and dynamic policy networks. This study uses a qualitative approach with a case study design in several poverty pockets that have community-based food security policy interventions. Data collection techniques were carried out through in-depth interviews with key actors, field observations, and policy document reviews. The analysis was carried out to identify strategies, network capital, and policy window moments utilized by policy entrepreneurs in influencing the policy process. The results of this study are expected to contribute to strengthening the design of food security policies that are more inclusive, network-based, and responsive to the local conditions of poor communities in South Sulawesi.

Strengthening Local Food Security Governance: Analysis of Institutional Entrepreneurship in the Implementation of Food Security Policy in South Sulawesi Province

This study aims to analyze the strengthening of local food security governance in South Sulawesi Province through an institutional entrepreneurship approach. Food security is a strategic issue that is not only related to the availability and access to food, but also reflects the capacity of local institutions in building a resilient and sustainable system. In this context, institutional actors who are entrepreneurial (institutional entrepreneurs) play an important role in driving change, creating policy innovation, and strengthening cross-sector collaboration. Using an exploratory qualitative approach, this study examines the dynamics of food security policy implementation in several districts/cities in South Sulawesi that have different geographical and socio-economic characteristics. Data were collected through in-depth interviews, observations, and document studies, then analyzed thematically to identify intervention patterns, adaptation strategies, and the key roles of local actors in designing and navigating food security policies. The results of this study are expected to be able to formulate a participatory local food security governance model based on institutional innovation, as well as enrich the treasury of public administration studies in the context of sustainable development in the regions.

Adaptive Capacity Model of Local Institutions in Empowerment-Based Poverty Alleviation Policies in Coastal Areas Through Utilization of Local Potential in South Sulawesi Province

This study aims to formulate a model of the adaptive capacity of local institutions in supporting empowerment-based poverty alleviation policies in coastal areas of South Sulawesi Province through the utilization of local potential. The background of this study is based on the fact that poverty alleviation policies in coastal areas often face implementation challenges due to the limited capacity of local institutions in responding to local socio-economic and environmental dynamics. In this context, the adaptive capacity of local institutions is key to ensuring that policies are effective and in accordance with the needs of coastal communities. This study uses a qualitative approach with a case study design on several local institutions in coastal areas that have different social characteristics and economic potential. Data were collected through in-depth interviews, participatory observations, and documentation studies, then analyzed thematically to identify dimensions of adaptive capacity including regulatory, structural, human resources, collaborative networks, and community participation aspects. The results of this study are expected to produce a conceptual model that can be used as a reference in designing responsive empowerment policies based on local potential. This model also contributes to strengthening inclusive development governance in coastal areas.
